Dirk Schuebel: Moldova's hard times give possibilities for fiscal reforms

Moldova is going through a difficult period and this is the best opportunity for introducing fiscal reforms.

This is the declaration of Dirk Schuebel, the Head of the Delegation of the European Commission to Moldova at the research presentation on "Approximation of Moldovan Taxation Law and Policy to EU Standards" of Dr. Eugene Stuart.

Schuebel mentioned that Moldova has already had some successes in adjusting the Moldovan tax administration system to the European one, saying that EU will continue to assist the country and offer multilateral support.

The Vice Minister of Finances, Victor Barbaneagra, stressed the EU experts' support in the development of project "Fiscal Policies for 2011-2013". Barbaneagra said that many points of the project were discussed and coordinated with the IMF experts.

According to him, the European experts help Moldova to develop a single tax for economic agents.

At the same time, the Moldovan and European specialist started negotiations with the European Commission on taxation sector of the EU-Moldova Association Agreement. According to the vice director of the Department of European Integration within the Ministry of Foreign Affairs and European Integration, Eugen Carp, the research presented by Dr. Stuart will be a great help to the Moldovan side in negotiations.

The Head of the National Tax Inspectorate, Nicolae Platon, presented the last achievements of Moldova in fiscal management improving, which aims to facilitate the activity of economic agents, including the development of electronic declarations, model fiscal forms for non-residents, and creation of Taxpayers' Assistance Department and Analysis and Logistics Department.

"For 353 major economic agents of Moldova, which form 70% of the state budget, we offer benefits like free consultations, electronic reporting, and facilitated fiscal procedures by means of consolidating financial reports", said Platon.

Infotag's dossier: The research "Approximation of Moldovan Taxation Law and Policy to EU Standards" was published in Romanian and English in 500 copies within the project "Support to the Implementation of Moldova-EU Agreements", implemented by the international consortium IBF International Consulting. The author researched the Tax Code and concluded that the overall taxation level in Moldova is not high but is not too low in comparison to the international standards.
