European Commission proposes reforms for Moldova to join free trade area

The European Commission will identify priorities for reforms to be conducted in the short run which would help Moldova to prepare for the launch of negotiations on the future deep and comprehensive free trade area (DCFTA) with the EU.

 For this purpose, the European Commission's experts team led by Director Ms Ewa Synowiec from Directorate General for Trade has carried out a fact-finding mission to Chisinau on May 31 - June2.

The European Commission's team had 2 days of meetings at technical level with Moldovan officials representing various governmental agencies and bodies.

According to them, "the DCFTA would considerably upgrade the present trade ties by offering both sides preferential access to each other's markets not only by removing tariff but also non-tariff and regulatory barriers".

The Vice Ministry of Economy, Octavian Calmic, who leaded the Moldovan delegation at negotiations, said that EU experts confirmed their willingness to support Moldova in the process of its reformation. For this purpose, the Moldovan Government will have to make clear its efforts on approving, implementing and applying laws in the right way, as well as on consolidating institutional possibilities.

"The main purpose of the deep and comprehensive free trade between the EU and Moldova is to increase the effectiveness of the trade relations by offering both sides preferential access to each other's markets and remove tariff and regulatory barriers. It will support economic reforms in Moldova, notably in trade related areas as e.g. sanitary and phyto-sanitary measures, technical regulations and standards ensuring safety and quality of products for consumers, protection of intellectual property rights, public procurement and others. As a result it would create new export opportunities for Moldovan business and farmers", said Calmic.

Infotag's dossier: A possible future DCFTA between the EU and Moldova is one of the most important elements of the Eastern Partnership. The independent feasibility study on a possible future EU-Moldova FTA finalised in September 2009 concluded that Moldova has made some progress in creating these conditions, but additional efforts seem to bee needed. Therefore at this stage, the EU and Moldova are not yet negotiating a DCFTA, but are aiming at streamlining a process towards creating conditions for preparing respective negotiating mandates and opening such negotiations in the future.
