Negruta said the salaries in the budget-funded sector, the pensions and other social benefits are paid on time. All the payments from the budget to companies that provide services and supply goods, such as food products, medications for schools, hospitals, and for other services used by the central and local public authorities are honored. The chain blockages that happened in 2009 and even in 2008, when the first signs of the financial crises appeared, were avoided.
"Unfortunately, the financial crises hasn't been fully overcome, but many segments of the national economy are recovering. The amounts collected into the state budget are higher than in 2009. For example, the customs collections during seven months rose by 27% to over 1 billion lei, while the Tax Service's collections increased by 8%. The daily collections into the budget totaled 53 million lei, an increase of about 27% compared with January-July 2009," the minister said.
Veaceslav Negruta reiterated that the foreign loans and grants account for 18% of the budget. They are mainly used to implement infrastructure projects - to build roads, water supply systems, etc. The other budget revenues consist of the collections of the customs and Tax Service.
Sergiu Gaibu, expert of the Institute for Development and Social Initiative "Viitorul", said the own revenues of the budget are on the rise. He stressed the importance of profiting from the recovery of the real sector of Moldova and the partner countries and of pursuing correct and nondiscriminatory economic policies.
Adrian Lupusor, of Expert - Grup, said recently in a news conference that the own revenues of the budget will increase if effective methods are identified to fight the payment of salaries "in envelope". He said that the social insurance contributions in May rose by about 4%, while the average salaries - by 7.7%.
