20 parties have registered in the current election campaign. Many people say it is a too big number for such a small country as Moldova. At the same time, much more parties could take part in the election campaign.
CEC considers local authorities' verbal calls to boycott referendum as legal
He said "the notion "boycott" means a method of political struggle, thus and so, authorities can not make persons criminally liable for that they express their point of view or call on others to do that".
He said the Venice Commission of the Council of Europe considers the nonparticipation in a referendum is a political option, on of the political struggle methods. And he added the Criminal Code also do not provide a punishment for the boycott.
But if appeals "to not vote" transform into orders or decisions of local authority representatives - that is already a big problem.
"If we talk about locations, and such exist too, where local authorities as representative organs take special decisions, which are already normative acts, then we can not stay indifferent, this undoubtedly is a violation, which must be examined under law and there must be took necessary measures", Ciocan said.
Recently, Prime Minister Vladimir Filat said he is going to punish local authority representatives for boycotting the September 5 referendum. He also made special orders to law enforcement bodies.
25 parties and movements participate in preparing the September 5 constitutional referendum. 3 participants of them, and first of all, the Moldovan Communist Party, calls on citizens to boycott the plebiscite.
