NARSI demands MOLDTELECOM to not allow discrimination of other operators

The administrative board of the National Telecommunications and Informatics Regulatory Agency (NARSI) has again recognized Moldtelecom the operator that has significant influence at the telecommunications market.

According to the NARSI, it is concerned about the phone calls in fixed network points of the general use and market of traffic transit in the networks, where the national operator's share is 98% and 100% respectively.

"The first market includes services of phone call starting at the part of network between the fixed final chain point, with which on initiates calls, and the 1st station or transit station. The 2nd market is services of local and national transit of all types of calls at the part of network between 2 or several points of reciprocal connection. The wholesale markets are established by the Agency as to be subjected to preliminary regulation and subjected to thorough analysis that proved the absence of competition", the experts said.

The NARSI provided its conclusion to the National Agency for the Protection of Competition (ANPC), which in a 10-day term must include Moldtelecom in the list of business entities having considerable influence at relevant telecommunications markets. According to the actual legislation, after the time expiration, the NARSI has the right to impose special preliminary obligations on Moldtelecom.
