According to Victor Chirila, Russia may place racquets in Transnistria only if they ignore international law, integrity and territorial sovereignty of Moldova. "This may happen if Russia decides to truly support the independence of the Transnistrian region ", Chirila stated.
The expert mentioned that Russian military forces are currently deployed in Transnistria with the consent of Moldovan authorities, based on the cease fire agreement between Moldova and Russia dated July 21, 1992.
"Even if we have different opinions about these agreements and we think that the mission of Russian forces has been completed, the Chisinau authorities have not terminated this agreement. In case Russia decides to install racquets, it will need, first of all, the consent of constitutional authorities of RM, as in case of Romania, when Washington asked for the permission to install the anti-missile shield. Now, an agreement between Washington and Bucharest is about to be signed. Theoretically, the same should happen with Russia ", Chirila said.
The expert thinks that Russia will not take such a step, because it would mean to violate territorial integrity and sovereignty of the Republic of Moldova, that Russia does not recognize the neutrality status anymore. In this case, in Chirila's opinion, Moldova will be bound to review its security protection strategy and military strategy, which will inevitably lead to the rejection of this status.
"Moreover, the Transnistrian problem will turn from a regional one into an international one. In this case it will be necessary to review the negotiation format and the role of Transnistrian authorities", Victor Chirila added.
