European Commission helps raise professional skills to hundreds of civil servants in Moldova

The Technical Assistance and Information Exchange (TAIEX) instrument has permitted the European Commission to help raise professional skills already to 1.3 thousand civil servants in Moldova.

Dirk Schuebel, Head of the Delegation of the European Commission to Moldova, said during the project presentation here on Tuesday that Moldovan governmental officials took part in 50 TAIEX arrangements - seminars, missions of experts, study trips to European Union member countries etc.

The diplomat said the TAIEX instrument helps bring closer and use European policies and laws. Partners apply for an expertise in a certain field, and TAIEX provides the expertise within acceptable timing. Everything depends on the participating countries' requirements they apply for.

Moldova State Minister Victor Bodiu said TAIEX is a prompt instrument devoid of budget restrictions. As soon as the authorities apply to the European Commission with a question, the instrument promptly organizes a seminar, a mission of experts or a study trip to the European Union.

Bodiu said, "Everything depends on how active we ourselves are. We now inform central and regional authorities on the possibility to apply for TAIEX services, and request them to send in their concrete proposals and projects to the State Chancellery Office. Such services may be available for the Moldovan Parliament, governmental agencies, law enforcement organs, the judiciary, citizens' organizations, and so forth".

Infotag's dossier: The Technical Assistance and Information Exchange (TAIEX) an instrument of the Directorate-General Enlargement of the European Commission, was launched in 1996, and in Moldova - in 2007. TAIEX helps countries with regard to the approximation, application and enforcement of EU legislation. It is largely demand-driven and channels requests for assistance and contributes to the delivery of appropriate tailor-made expertise to address problems at short notice. TAIEX works to provide short-term technical assistance and advice on the transposition of EU legislation into the national legislation of beneficiary countries and on the subsequent administration, implementation and enforcement of such legislation.
