20 parties have registered in the current election campaign. Many people say it is a too big number for such a small country as Moldova. At the same time, much more parties could take part in the election campaign.
Petrache and Plugaru suggest the resignation of Ghimpu as a solution to avoid anticipated elections
The two suggest that Mihai Ghimpu should quit his position of interim president and then president elections should be organized. Until the election of a new head of state, Vlad Filat would ensure the interim presidency.
The experts refer to article 90 of the Constitution stipulating that the president position becomes vacant also in case of resignation „Within two months from the date when the position of President of the Republic of Moldova becomes vacant, according to the law, elections for a new president will be organized", based on par.4 of this Article.
This is the second proposal made by the two experts regarding possibilities of overcoming the current crisis. A week ago Plugaru and Petrache proposed the Parliament to nullify president elections from November-December 2009, based on he fact that serious law violations were committed, including violation of the vote secrecy.
Being asked to comment on this proposal, the Prime Minister Vlad Filat said it is „one point of view". „We have a much more difficult task to manage and find solutions", stated the Prime Minister. Filat mentioned the importance of discussions to be held this week with the representatives of Venice Commission, saying that he thinks the following actions should comply with the recommendations of this institution.
On December 7 the Parliament failed to elect the President of the country and, according to the constitution, it must be dissolved by the interim president. Meanwhile, Mihai Ghimpu issued a decree regarding the establishment of the Commission for Constitution Review, stating that, by amending the supreme law, anticipated elections will be avoided.
